The first option is to make the report within the webpage or app you are using to access the Mastodon server. This page has a great description of how to submit those reports: https://fedi.tips/staying-safe-on-mastodon/
When using that interface, reports are routed to the home server of the person who made the post. If the post was made on theATL.social, then I would receive the report. If it was made on another Mastodon server, the operator of that server would receive the report.
You may also email or DM me directly. In extraordinary cases, if a post is coming from another server, if that server's admin refuses to take action, then consideration would be given to blocking that server from theATL.social. This is typically only considered if a server admin is encouraging or orchestrating trolling/inflammatory posts.
How do members raise reports about other users or posts, is it just an email to the admin?
I haven’t encountered any need, but just curious
